The program of the project provides for the basic functions that are presently served by the Marion Street Pedestrian Bridge while adding a series of complementary functions that reinforce the public nature of this piece of infrastructure. These functions will also give the bridge its own identity as a destination within the immediate site area and especially as part of the redevelopment of the Seattle Waterfront.

pathway (pedestrian/bicycles/public space) - min. 23 ft. wide 

An elevated structure that connects the proposed Colman Dock Ferry Terminal to Marion and First Street. The bridge level will contain a main public pedestrian pathway and a bicycle pathway (min. 8 ft. wide) that makes the same connections as well as being closely linked to bicycle parking and bike sharing station. The pathway will be integrated with a combined green and hardscape to provide a space or series of spaces for rest as well as visual relief.

park and public space at street level - min. 10,000 ft2 

The project has to consider the redefinition of the space on ground level covered by the pathway (like an enormous porch).

vertical connections (elevator/stairs/ramps) 

The project should provide 3 spatial vertical connections from the pedestrian passage to grade; one at the start on First Avenue; one in the middle on Marion Street and Western Avenue; and one at the front of the Ferry Terminal, connecting to Alaskan Way bike, pedestrian and bus connections.
bike sharing station - (100 linear feet) - 500 ft2 

Bicycle sharing station should be close to Ferry terminal but accessible to arriving and departing foot passengers.

bicycle parking - (50 linear feet) - 250 ft2 

Bicycle parking area for short-term use for passengers while waiting or using public functions of bridge and related uses.

covered waiting area - min. 500 ft2 

Space provided outside of Ferry Terminal for people waiting for passengers arriving on ferry. May also provide for outlook over waterfront and city.

additional functions - min. 3000 ft2 

Outdoor kiosk: Provides ticketing for ferries and information on arrivals/departures.

Retail/commercial space: Responds to needs of travelers as well as general waterfront.

Café (bar and seating area): May be incorporated into or linked with the covered waiting area and market spaces.

Public restrooms: Provision of 1 handicapped and 2 m/f restrooms may be related to elevated market and park space.

constraints

The roadways must be free at least up to 16 feet in height;
Maximum 30% of the width of the pavement can be occupied by the structure (the remaining must be free to a minimum height of 8 feet);
Minimum 30% of the area of passage should be covered (protected from rain);
Existing buildings can be used;
The bridge must be accessible 24 hours/day;
Levels of arrival and departure of the bridge are those of the boat deck and the city at 1st Avenue.
