An elevated structure that connects the proposed Colman Dock Ferry Terminal to Marion and First Street. The bridge level will contain a main public pedestrian pathway and a bicycle pathway (min. 8 ft. wide) that makes the same connections as well as being closely linked to bicycle parking and bike sharing station. The pathway will be integrated with a combined green and hardscape to provide a space or series of spaces for rest as well as visual relief.

The project has to consider the redefinition of the space on ground level covered by the pathway (like an enormous porch).

The project should provide 3 spatial vertical connections from the pedestrian passage to grade; one at the start on First Avenue; one in the middle on Marion Street and Western Avenue; and one at the front of the Ferry Terminal, connecting to Alaskan Way bike, pedestrian and bus connections.

Retail/commercial space: Responds to needs of travelers as well as general waterfront.

Public restrooms: Provision of 1 handicapped and 2 m/f restrooms may be related to elevated market and park space.

The roadways must be free at least up to 16 feet in height;
Maximum 30% of the width of the pavement can be occupied by the structure (the remaining must be free to a minimum height of 8 feet);
Minimum 30% of the area of passage should be covered (protected from rain);
Existing buildings can be used;
The bridge must be accessible 24 hours/day;
Levels of arrival and departure of the bridge are those of the boat deck and the city at 1st Avenue.
